Evaluating climate leadership across Asia

We conducted the end-term evaluation of the WORTH (Women and Earth Initiative) Fellowship, assessing how young women climate leaders across four countries created change and informing the programme's next phase.

About
The WORTH (Women and Earth Initiative) Fellowship, jointly implemented by the Asian-Pacific Resource & Research Centre for Women (ARROW) and the Danish Family Planning Association (DFPA), supported women leaders working at the intersection of climate justice and gender equality.
 

The Goal
The evaluation aimed to understand how the fellowship influenced participants, the work they led within their communities, and the broader outcomes achieved across different country contexts. It also sought to identify lessons and practical recommendations that could guide the design of the programme's next phase.

Our Approach 
We adopted a mixed evaluation approach that combined outcome assessment with process evaluation to build a comprehensive understanding of the fellowship's contribution.
Using the programme's Logic Model and Theory of Change as guiding frameworks, we examined how intended outcomes translated into real-world change. Our analysis incorporated evidence from both the WORTH Fellowship and the WORTH CSO Grantee Projects, allowing us to understand the programme from multiple perspectives.
The evaluation was carried out during the Covid-19 pandemic, requiring flexibility in planning, data collection, and stakeholder engagement. We adapted our methodology while maintaining the integrity of the evaluation process.
To ensure a robust assessment, we integrated the OECD DAC evaluation criteria—Relevance, Effectiveness, Efficiency, Impact, and Sustainability—alongside the programme's Change Matrix Framework. This enabled us to assess not only what changed, but also why those changes occurred and how sustainable they were likely to be.

The Impact
The evaluation produced an evidence-based assessment of the fellowship's outcomes and documented valuable lessons from implementation across four countries.
Our recommendations directly informed the design of Phase II of the WORTH Fellowship, helping programme partners refine their approach, strengthen future interventions, and continue investing in women leaders driving climate and gender justice across the region.
